Earlier when Awami League president Hasina handed over the demands on behalf of the 14-party alliance to Iajuddin Ahmed, one of the demand suggested closing down of private media like radio and television channels during the election that came in existence in the last five years. I will rephrase it for simplicity and say the suggestion was to close down all private media that flourished during the past BNP government rule. This may sound absurd but I can see the concern of neutrality that brought up this demand.
This is tricky context as media development in Bangladesh in the last five years is far from comparison to the remainder of the nation’s media history whether it is television, radio or printed media. The standard of Bangladesh mainstream media is nothing short of the standard of many developed nations. I think there should be zero compromise with the demand to close down private media during election when the CTG starts the election reform negotiations. There maybe valid neutrality concern; however, without going into measuring the neutrality level - compared to only choice of a state run television station (BTV) that we had, the mainstream private television channels are light years more neutral now. This is ridicule even suggest this when for most living outside of Bangladesh, the private satellite channels have become the primary source of news these days. If the concern still remains, let’s not forget that there are more than a few such channels now and people aren’t fools to be able to decipher from different viewpoint if it exists in the first place. Thoughts/Wrangle?

this demand is ridiculous. private tv channels reach at best 40% of the households who own tv channels. perhaps even less. and this too is true for only people who OWN tv channels. these channels have yet to reach over 60% of the population. and the percentage of the population who have access to these channels are undoubtedly of a more privileged class. you cant brainwash the people with just a few tv programs. Channel-i, ATN, Boishakhi, Bangla Vision and S-tv or channel or whatever have done nothing to taint their non-partisal stance.
If Ekushey TV was allowed to operate during 2001 elections, being a terrestrial, I don’t understand why Sheikh Hasina has issues with satellite channels now. None of these have terrestrial licence. Why the sudden insecurity? Why does her party feel threatened by a handful of channels, which the world has already branded as BNP?
October 30th, 2006 at 12:54 pm
Can one guess what will happen to private channels not favoring Awami League if Awami League comes to power?
October 30th, 2006 at 1:11 pm
There goes Awami League again with its “demands”. Aaagh!
The private channels in BD are like breath of fresh air (within capacity I mean). As evidenced from what they had been showing – I don’t see why AL or any other party should worry, unless they will suddenly decide on being partial to certain parties for next few months. They will loose all public support if they did. I don’t see how they can even do that. Even if they show any election ad campaign (for revenue purposes), then what’s wrong with it? They do it all the time in USA.
Here in USA I had been bombarded with automated voice mails by the candidates running for the election next week every single day for last few days. There was ‘cutsy’ ad where an 8 yr old asked for vote for her dad. Should I sue the tele company? Of course not.
October 30th, 2006 at 1:20 pm
A ridiculous demand that just goes to show how removed from reality the AL’s point of view is. I guess if they don’t hear things supporting them, its not neutral.
On a strategic level, it knows scenes of their supporters beating someone to death like one beats a snake to death cannot be good for its image, and I guess it doesn’t want those images televised too much…
This is going to backfire on them.
October 30th, 2006 at 1:23 pm
Rehan, can you please provide a reference to this demand? A link may be?

HERE ARE THE DEMANDS OF SHEIKH HASINA
Farid Ahmed,
bdnews24.com Senior Correspondent
Dhaka, Oct 30 (bdnews24.com) - Awami League President Sheikh Hasina Monday put forward an 11-point charter of demands for President and caretaker chief Iajuddin Ahmed to implement to prove his neutrality.
Hasina placed the demands when she met Iaujuddin at the Bangabhaban in the afternoon.
Below are the demands:
• Election Commission: Reconstitute the Election Commission (removing the chief election commissioner and other election commissioners); Postpone appointment order of all partisan election officials at upazilas;
• Voter List: Correct the voter list as per the Supreme Court verdict and update them with photo; Cancel the latest voter list;
• Administration: Revoke all appointments, promotion and retirement order since July 1; Cancel all contractual appointment; Withdraw all officials from sensitive posts, the list of which would be made available to him later by the party; Withdraw all officials who are loyal to, patronised by and benefited from the BNP-Jamaat alliance (the list would be provided later by the party); Replace the attorney general immediately;
• Police: Withdraw all police officers loyal to the BNP-Jamaat alliance (the list would be provided later; Replace all officers in the sensitive posts;
• Media: Make sure that state-controlled Bangladesh Television, Bangladesh Betar and all government-owned media outlets give fair treatment to the 14-party alliance, LDP and Awami League; Close down all radio and television channels launched over last five years and find out the source of income of the owners of those media outlets;
• Political Harassment: Withdraw all political cases and release all 14-party activists arrested since October 4;
• Militancy: Initiate a fresh enquiry into all incidents of bomb blasts and use of firearms; Arrest all identified militants;
• Firearms: Cancel all firearms licences issued over last two years. Recover arms and launch a drive across the country to destroy them. Reactivate all arms-smuggling cases on a priority basis;
• Corruption: Impose travel ban at all air, land and sea ports on all corrupt ministers, MPs, political leaders, businessmen, terrorist godfathers and others of the four-party alliance;
• Looting: Retract approval of development projects, block allocation, project agreement and related disbursement order made since January 1;
• Khaleda Portrait: Remove portrait of former prime minister Khaleda Zia still being hung at government, semi-government, autonomous bodies which were damaging the impartiality of the caretaker government.
October 30th, 2006 at 1:34 pm
Political Harassment: Withdraw all political cases and release all 14-party activists arrested since October 4
Without due process?
Why?
How?
• Police: Withdraw all police officers loyal to the BNP-Jamaat alliance (the list would be provided later; Replace all officers in the sensitive posts;
How to identify loyality to BNP/Jamat?
The policemen had to follow orders.
They already have low paid job with long hours.
Losing job will not feed their families.
October 30th, 2006 at 1:38 pm
Is she NUTS???
“Close down all radio and television channels launched over last five years and find out the source of income of the owners of those media outlets”!!!!!!
And why? Probably as revenge for Ekushey or something. This is EXACTLY the kind of behaviour that gets Sk Hasina such a lousy reputation for hotheadedness, arrogance and stupidity. This is sorely disappointing, but somehow not surprising at all. She always did have a tin ear for judging the public mood.
October 30th, 2006 at 2:12 pm
Another list of ridiculous demands, the ‘throw the jamati of the cliff’ vibe would be funny if i were an anti islamist.
Focussing on the media issue. The Awamis have lost their media edge over the bnp during this term, and want it back desperately.
In previous years their international and national pr, cultural products and general media sexiness have been vastly superior. I think this is because they had a head start with creatively promoting juddho and generally being less anal personalities.
For a sign of this, compare the bnp website ( early 1990s under construction notice) with the Awami leagues, content managed, neatly designed, pdf attachment laden product. Have a laugh on me.
http://www.bnpbd.com/
http://www.albd.org/
Awamis have ATN though, even if ekushey got busted. How many channels to they want, its it all the same old cr@p?
The bnp didnt just deny licences to the AL, Inquilab’s attempt was nipped in the bud, unjustly I think, and now the group will bite the bnp back on the bum.
Moving onto more elitist forms of communication..In the english print media and on the blog scene, the awami driven mythology still dominates.
Basically what i am trying to say is that the media scene in bangladesh is non uniform, each faction (and i havent even brought in the islamic voters) feeds from different fountains that use different technologies. To some factions the manufactured media is of greater importance than others. but TV is very immmediate and cuts through literacy barriers. Its probably powerful in the grassroots voter brainwashing sense.
In focussing on rule changes and ‘fair’ demands, SH’s string pullers seek to secure their complete victory by creating an unfair advantage but maintaining a veneer of seeking a level playing field.
I dont know why they try so hard though, its not as if the incumbents are much loved at this point in time.
October 30th, 2006 at 2:12 pm
1. New voter list with photo: How many total voters we have? Is it possible in this short time? Does she want election?
2. Travel ban on corrupt ministers: Who will decide who is corrupt and who is not?
3. Fresh investigation of all the bombings. Is it within the domain of CTG?
October 30th, 2006 at 2:31 pm
OMG Here they go again Hasina and Co. with their outlandish demands!I guess we now know what’s going to happen if they come to power in the next election. We’re in for another bout of “tit for tat” revenge politics.When will they grow up?
I wish there was a rehab for disgraced politicians where they could go and reflect on their past mistakes and mend their ways before they show up in public asking for votes next time!
I wanted to thank all the DP folks over here for keeping me updated on the political situation in BD…you guys are doing a great job.keep it up!
October 30th, 2006 at 2:40 pm
(Firstly: ATN Bangla is generally considered NEUTRAL media)
Some of the demands are ridiculous and hint of mere politiking BUT the worry is it gives the Pro-BNP lobby a chance to washover the genuine tasks which the CTG must take on.
Namely the fake voter lists and cleansing partisan appointments within the civil administration, albeit not with a reckless abandon suggested by the AL proposals.
(Neither did I notice a specific targetting of Jamaat within the demands? which bit did I miss?)
October 30th, 2006 at 2:42 pm
Zub - it’s probably for Ekushey partially but also because of TR and his ownership/association in one of the newer stations (can’t remember the name though) etc.
October 30th, 2006 at 2:49 pm
TR has partnership in multiple media outlets, but most heavily in Channel-One (not Chennel-i).
October 30th, 2006 at 3:04 pm
Is anyone watching Channel I? They’ve got Tritiyo Matra on - a debate between Dudu (BNP) and Babu (AL). Juvenile kaada-chhora-chhori, no discussion about anything substantive, it’s all about Jamaat, Bongobondhu bichar, Ziaur Rahman, etc etc etc.
It’d be funny if it wasn’t so depressing!
October 30th, 2006 at 3:31 pm
Would you consider me unjust in saying that ATN culturally epresses a more pronounced awami inflection? maybe i could find a few appropriate screet shots and business relations evidence… Its not a pejorative, im being descriptive. I don thisnk any of the awami party lacks a tv mouth piece.
The ‘throw the jamaat down the well’ vibe comes from the double use of the bnp-jamaat alliance, which from her lips implies something quite venomous. it is used very frequently and it definately intended as a pejorative to conjured demons from our 2nd independence struggle.
Maybe her appetite will be satiated if he acts on some of them, prof press has had already had a considerable and sharp jiggle with the government secretaries.
Mahfuz anam has gone off on one(editorial) about building confidence in the opposition. That is his interest i guess. but I feel that after what they (AL) showed on saturday its not clemency or reconciliation with the AL that I would like the pres to deliver, its a mutual distancing from the two diseased factions and the spray of disenfectant.
Otherwise it is giving in to terrorism, far too frequently.
October 30th, 2006 at 3:33 pm
Here we go again – with baseless and nonsense demands from AL. Is it just me or you guys think AL leaders think BD is theirs only – no one else has right to say/do anything. Why don’t they understand by doing these things they are not coming any closer to general public. Is Mr.Jalil unaware if satellite TV channel are gone those reporters won’t come him and he would have to get off his SUV to lecture people! Now he has luxury those satellite reporters comes to him.
To …Below are the demands:
October 30th, 2006 at 3:48 pm
All you guys want to is let Tareq steal money for another 5 years. Why shy away from saying that directly.
October 30th, 2006 at 4:02 pm
Zake, I’m assuming u r new here. Welcome to DP blog. Secondly, I’d ask you not to jump to conclusions. Read through our archives and see whether we support anyone or not. I believe you’ll find enough evidence of our non-partisanship.
We support one party alone. It’s called Bangladesh.
October 30th, 2006 at 4:09 pm
Tareq stealing money is an allowable if it means preventing the AL from returning to power.
On Saturday one side had sticks the others were armed with pistols. There has been no want for firearms amongst certain groups over the past five years.
I would like some evidence regarding your assertions on ATN if you can provide?
Is Fug right? You guys agree?
October 30th, 2006 at 4:25 pm
My question was specifically about the alleged AL bias of ATN. Whether any of you who watch Bangla TV channels and specifically political / news programs aired on them agree with this view?
October 30th, 2006 at 6:06 pm
Shamin asked: “Why is this gentleman on this forum?”
That’s the problem with free speech, even those we don’t like or disagree with are allowed. Unless it’s conditional free speech, in which Moderators decide and make it clear that they have the right to block posts. That model also exists. DP has to decide which one it wants.
October 30th, 2006 at 6:14 pm
More importantly, do not let AL make the same mistake BNP did with Ekushey, which covered them as an opposition party fairly all throughout the tenure of AL. Late Enayetullah Khan of Holiday recognized this in one of his articles right after the elections, and he was no friend of Ekushey (without mentioning its name, but highlighting “….the advent of private electronic media for the first time in the country…..” as one of the reasons for the victory of BNP). I would like to believe it was this impartial news coverage that made Ekushey so popular.
By closing down the private TV stations now, AL will only be shooting itself on the foot, and deprive themselves of the enhanced coverage they are now getting, which would not have been the case if only BTV was on air.
Farhad
October 30th, 2006 at 7:19 pm
If the Awami League wishes to ban private stations, then we’ll have to rely on wonders such as YouTube.
For years, they have had an unfair advantage in controlling public opinion. Now the net can possible change all that. Lets see if the gets published

I find Sk. Hasina’s demand on private TV channels most unreasonable. Further, this is politically unwise for her. This signalling of her future intent may damage her support among politically neutral regular channel viewers. It will also make the owners and employees of these TV channels work extra hard to ensure that she doesn’t get to power.
With previous government’s miserable record in corruption, inflation, power supply, rise of militancy and repression, AL should have had an easy time exploiting their failure to get back to power; but Sk. Hasina seems to be shooting herself in the foot a little bit too much and too often. From what I know, her obstinacy makes her impervious to better advice from those around her.
October 30th, 2006 at 11:09 pm
*********** *************
And I will demand new regulation of banning the political party/ies that will engage in hartal, gherao, arsion, vandalizing public & private properties for their political gains.
Thanks.
Note: Part of the comments deleted by DP-blog admin for unsubstantiated allegations without merits and use of unacceptable languages.

Sk Hasina is not as stupid as we like to think. She is making demands she knows cannot be met. You are free to draw your own conclusions.
October 31st, 2006 at 12:22 am
I have to wonder why so many comments from our learned bloggers are grounded in the hope that Bangladeshi politicians will and perhaps have already turned a new leaf. We expect an impartial Advisor to the CTG, an elegant departure by Khaleda, logical and stateswoman like demands from Hasina, calls for “why can’t we all get along” from Jamaat, etc. BD politics is too complex to break down into a battle of good governance vs corrupt practices, logic vs madness, plain old good vs evil.
Since you can’t differentiate one party from the other, what is there to get so excited about by this election? To poor people, it makes no difference. To the rich and powerful, it makes no difference. Everyone in between would like to hope for something better, but you won’t get it this time around.
October 31st, 2006 at 1:41 am
Yes, Hasina becomes unreasonably venomous sometimes. She should receive psy-councelling. This particular demand is a result of ill-advocacy. No wonder, AL always had some people to deliver these bullshits. It won’t make a very good impact on the private media either.
However, events are like elephants. And the media could show any chosen part of it. In the jamaat-al showdown in Baitul Muqarram area, jamat gunmen were photographed and televised to open fire, charge with lathi and choppers, but only in some TVs. Most of the allegedly BNP-branded TVs televised the beating scene over and over again. The clubbed guy was reported to fire on AL activists with sticks and custommade-oars, and they managed to grab him when his rounds exhausted. There were also AL activists who were wounded or murdered by gunshot, but these stories were hardly covered in any channel, other than the major three, ATN Bangla, Channel-i and NTV [2nd generation private TV channels].
What I’m trying to say, Media can and will play a major role in this election. Even if the events follow a premeditated course, the media is important for the records. Sk Hasina is apprehensive of being a victim of News Treatment, since 5 3rd generation TV channels are operative and owned by BNP toprungers.
I do not support any censorship on Media. I would want them to stick to their policy they popularized over the years. And I don’t think AL will stick to this point of demand very earnestly. It’s also a part of creating pressure when you sit to negociate.
October 31st, 2006 at 6:19 am
I think NTV, Channel I and ATN should be persisted with. The new new ones, may be a different matter. It is sad that the BNP got rid of Ekushe but time moves on, we have to live with it.
NTV and Channel I aren’t too bad giving their BNP connections. Anything is better than BTV - btw what will be the direction of BTV news now?
Regarding the reporting of events on Saturday - that has always been my beef. People get told and listen to what they want to hear which does not necessarily coincide with the truth.
Therefore:
AL instigated the violence and were unopposed
JI instigated the violence (at the behest of BNP) and AL retaliated to gunfire with lathi-charge.
JI deliberately provoked a violent reaction from AL, and then responded with gunfire.
Those are the permutations I’m aware of to date. But whichever party affiliation one has, that pary’s version of truth we believe, and wholeheartedly.
October 31st, 2006 at 11:19 am
Reading the 14 demands - right away any person with political common sense will realize the demands are far beyond the reality to materialize. However I think the demands are well thought from AL point of view. They just have kept the door open to retreat from election/reject election/reject any descion of CTG - citing the reason that this clause or that of the demand were not agreed. So the CTG is not neutral.
BNP made political mistakes after mistakes - the last one to support pres as the CTG. Any mistake or seemingly not fullfilling ALs demand will be deemed as architected by BNP. A huge loosing point. Even they win the election for next five years AL/media - which rejected the CTG will support AL.
Closing down media - riculous. Demanding source of money for those media - valid one but not now after normaly of government returns with a elected perliament.
I am new to this blog - leaving abroad. Will be more interested to know about the latest developments - e.g. changes in admin, transfers, rumors of adviser selections etc.
October 31st, 2006 at 12:59 pm
In Fact I don’t support such demand against Channles.
But some point should not be unnoticed
My Question to Rumi-
why are you mixing up with police administration to here? Bangladesh police force
was not only the worst force but also showing lots of irresponsibility in last 5 years.
. shooter Asif is the biggest example of this. and regarding provate media. My question to you guys where is
the equipment of Ekushey Tv? and Those private channels which are grown like Mushrum should be investigated. and we must find where is the source of income of the owners those channels.
Those channles should not be bann. because lots of people are orking there but Those owners should be red handed If They can’t answer the source of their money to establish the channels.
November 1st, 2006 at 1:51 am
Freedom of Speech is sacrosanct should never be curtailed. Even if Channel One, RTV, NTV, Boishakhi and Bangla Vision (owned respectively by Gaisuddin Mamun, Falu+Bashundhara+Jubok, Falu, Mirza Abbas and Manan Bhuiya) spew one-sided propaganda (they have not shown any signs of this as yet), the general population is wise enough to understand the reasons for certain reporting. After all I am sure no American believes that Fox is anything but a Republican mouthpiece?
BTW if any one is interested to know
National Reach of TV is 64% of population
Cable & Sattelite penetration 22.4%
National Reach of
BTV 93.1%
ATN 19.1%
Ch i 17.6%
NTV 16.9%
Source: AC Nielsen Media Survey, 2005
Furthermore according to research agency SIRIUS’s TV Rating Study the Average Reach by Channel of all viewers in Dhaka between July 22nd and Sep 8th 2006 was:
BTV 66.8
NTV 25
ATN 22.4
Sony 19.4
Zee TV 18.1
Channel i 17.4
ETV Bangla 15.9
Star Plus 11.5
Cable Operators Own Hindi Channel 11.4
Boishaki 7.8
RTV 6.3
Channel One 5.6
Bangla Vision 5.2
So I don’t see what Shiek Hasina is so worried about anyway!
November 1st, 2006 at 6:06 am
did something happen to Ekushey TV’s equipment? I only know that the ownership changed hands. The Mahmud’s are currently residing in London.
November 1st, 2006 at 9:54 am
Thanks Farhan Bhai for the survey stats. Closing down media? How absurd. Reminds me of what Bakshal did in 1974. The closing down of Ekushey was a big blow to the standard and freedom of media in Bangladesh.
Opinion surveys before election are vital for the political parties in the western world. Even neighbor India does election opinion surveys largely. NDTV launched a big one in the last Indian parl. election. The TV channels together with the ad agencies funded that. Do you know about any such initiatives in Bangladesh during this election? In last election Beximco did one for Salman Rahman.
And Bangladesh should also start contenders poll debates. Any thoughts on these?
November 1st, 2006 at 11:30 am
I am agreed with Farhan. Tv Channels depend on the quality. If I am not mistakne Fariha . Lots of Ekushey Tv equipments have been used in NTV . during that period every leading newspaper
had this report

I am a UK based academic doing some background research on Bangladesh and I wondered whether someone can point me in the direction where I can obtain an accurate list of radio and television broadcasters operating across the country (including regional broadcasters). I would be most grateful
